Resolution to roads problem moves a step closer

THE ROADS Service say ‘a thorough investigation’ will take up to two months before they can take steps to adopt a road at Glenburn Manor in Dunmurry.

Residents, many of whom moved in eight years ago when the homes were completed, say they have been waiting since then to get the roads at the development adopted.

And they say that because the road is not adopted they have had difficulty in getting their bins collected and have no street lighting.

Councillor Brian Heading welcomed a recent council decision to collect bins outside resident’s home despite the problems.

He said in recent weeks the council have carried out a leaflet drop to homes in Glenburn Manor telling them of the change.

“Their bins will be collected but residents will have to move their cars on Thursday mornings in order to allow the bin lorry into the development,” he said.

But he said the situation was still unsatisfactory with roads not surfaced and no street lighting.

“These residents pay their rates like everyone else and are suffering because their road has not been adopted,” he said.

“This has been going on for years and the DRD should be carrying out an investigation sooner rather than later and issuing an enforcement order as they have the power to do.

A spokesperson for the DRD said: “There are some issues with the developers regarding the retaining structures within the development. Roads Service has not yet completed its investigation into the design and construction of the retaining walls.

“It is, however, hoped that this investigation will be completed within the next two months.

“If the retaining walls are found to be satisfactory Roads Service intends to use its powers under Article 11 of the Private Streets (NI) 1980, to enable it to complete the necessary works for adoption, by utilising the developer’s bond.”

A spokesperson for Lisburn City Council confirmed the residents will receive a letter explaining that from March 22 the Council will carry out a kerbside collection from the front of their properties.

“The Council would ask residents to park with due consideration in order that the refuse collection vehicle can gain access to the properties,” the spokesperson said.
