Planners say ‘no’ to hotel at Down Royal racecourse

COUNCILLORS are to hold a meeting with planners to urge a re-think after a hotel beside Down Royal Racecourse was turned down by the Planning Service.

The 50 bedroom hotel, which would feature two function rooms, a restaurant, a bar and a gym, was proposed by CHA Properties but was recommended for refusal by planners who said the submitted details had “failed to demonstrate that a satisfactory car parking arrangement for the development can be achieved,” and that the submitted details “failed to demonstrate that a safe and efficient access to the adjoining road network can be provided, thereby prejudicing the road safety and convenience of road users.”

The proposal, which has received three objections, was also recommended for refusal on the grounds that it “is unacceptable in terms of the scale, massing and design of the new building and would, if permitted, have an adverse impact on the local environment by reason over over-development,” it would “have an adverse impact on the countryside as it is out of keeping with the locality by reason of scale, massing and design,” and it would “harm the living conditions” of nearby residents “by reason of reduced amenity and noise disturbance.”

Speaking at a meeting of the council’s Planning Committee, Councillor Paul Stewart asked for an office meeting to take place before a final decision is taken.

“The Planning Officer hasn’t taken into consideration the economic benefits this could bring into the city, such as jobs and other benefits” Mr Stewart said.

Planning Committee Chairman Councillor Ronnie Crawford said he hoped the problems with parking could be “overcome”.

“It is important to have sufficient parking there, but it is in the court of CHA Properties to show they can meet the planning requirements,” he said.

It was agreed that a meeting would take place for further discussions.
